MINUTES
The State Convention was called to order by John Goodman on Saturday, June 17, 2000 at 11:00 a.m. (Central Daylight Time) at the Ramada Coliseum Hotel, Jackson, Mississippi.
(Note: The organizing Reform Party of Mississippi Members of the State Convention gathered in pre-convention meeting whereby John Goodman made his intentions known to run for Convention Chairman and the attending Reform Party of Mississippi Members unanimously agreed Mr. Goodman should call the Convention to order.)
Legal Report
Bill Walter, attorney and Convention Delegate gave the legal report.
Opening Ceremony
Trey Golmon led the State Convention Delegates in prayer. Bill Hinson led in the pledge to the flag.
Credentials Report
Lisa Hinson, Convention Delegate and head of the Convention credentials process reported 43 credentialed delegates.
(Note: Lisa & Bill Hinson, Reform Party of Mississippi Members volunteered to handle the credentialing of Convention Delegates. Delegates were credentialed by showing proof of Mississippi residency, filling out a membership form and signing affirmation of support of Reform Party principles. Delegates were also asked in what County and Congressional District they resided.)
A motion was made to approve the credentials report as reported. The motion was seconded.
There was discussion on the credentialing process.
The vote on the motion to approve the credentials report as reported was taken. The motion passed. The credentials report was approved as reported.
Election of Convention Officers
Permanent Chairman of the Convention
John Goodman was nominated for Permanent Chairman of the Convention. The nomination was seconded.
Lee Dilworth nominated Eugene Pharr for Permanent Chairman of the Convention. The nomination was seconded.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for Permanent Chairman of the Convention were closed.
Keith Johnsen made a motion that candidates for office speak for one (1) minute. The motion was seconded. The motion passed. Candidates for office were to speak for one (1) minute.
John Goodman, candidate for Permanent Chairman of the Convention spoke for one (1) minute.
Eugene Pharr, candidate for Permanent Chairman of the Convention spoke for one (1) minute.
The vote for Permanent Chairman of the Convention was taken. John Goodman received 35 votes. Eugene Pharr received five (5) votes. John Goodman was elected Permanent Chairman of the Convention.
Permanent Secretary of the Convention
Bill Hinson nominated Trey Golmon for Permanent Secretary of the Convention. The nomination was seconded.
Lee Dilworth nominated Eugene Pharr for Permanent Secretary of the Convention. Eugene Pharr declined the nomination.
A motion was made that the nominations for Permanent Secretary of the Convention be closed. The motion was seconded. The motion passed. Nominations for Permanent Secretary of the Convention were closed.
The vote for Permanent Secretary of the Convention was taken. Trey Golmon was elected Permanent Secretary of the Convention.
Approval of Reported By-laws
(A two-thirds (2/3) vote is required to amend the by-laws.)
Article 1 was read. The vote on Article 1 was taken. Article 1 was adopted.
Article 2 was read. The vote on Article 2 was taken. Article 2 was adopted.
Eugene Pharr made a motion to suspend the rules and approve the by-laws as a whole. The motion was seconded.
There was discussion on the motion to suspend the rules and approve the by-laws as a whole.
A vote to suspend the rules and approve the by-laws as a whole was taken. The motion failed by a 13-23 vote.
Article 3 was read. There was discussion on Article 3.
Jackie Pierce made a motion to amend Section 3.3(2) by inserting "State Central" before "Committee" in Section 3.3(2) to clarify to which committee the section refers. The motion was seconded. The motion passed.
The vote on Article 3 was taken. Article 3 was adopted.
Article 4 was read. There was discussion on Article 4. The vote on Article 4 was taken. Article 4 was adopted.
Article 5 was read. There was discussion on Article 5. The vote on Article 5 was taken. Article 5 was adopted.
Article 6 was read. The vote on Article 6 was taken. Article 6 was adopted.
Article 7 was read. There was discussion on Article 7.
Eugene Pharr made a motion to strike Section 7.5. The motion was seconded. The motion passed. Section 7.5 was stricken.
The vote on Article 7 was taken. Article 7 was adopted.
Article 8 was read. There was discussion on Article 8.
Eugene Pharr made a motion to amend Section 8.1 by: 1) striking the phrase "five (5) delegates representing Mississippi's five" after "State Convention" in the first sentence and replacing it with the phrase "delegates representing each of Mississippi's"; and 2) striking the phrase "a total of eight (8) delegates" after "will consist of" in the third sentence and replacing it with the phrase "the number of U. S. Congressional Districts plus three (3)."
The motion to amend Section 8.1 was seconded. The amendment passed.
Eugene Pharr made a motion to amend Article 8 by inserting the previously stricken Section 7.5 as new Section 8.3. The motion was seconded. The amendment passed.
There was more discussion on Article 8.
A motion was made to recess the State Convention in order to receive an address via speakerphone by Reform Party candidate for President, Pat Buchanan. The motion to recess was seconded. The motion passed.
The State Convention recessed at 12:45 p.m. (Central Daylight Time).
Reform Party candidate for President, Pat Buchanan addressed the Convention Delegates.
After Mr. Buchanan spoke the State Convention reconvened at 12:55 p.m.
The vote on Article 8 was taken. Article 8 was adopted.
Article 9 was read. There was discussion on Article 9. The question was called. Article 9 was adopted.
Article 10 was read. The vote on Article 10 was taken. Article 10 was adopted.
Article 11 was read. The vote on Article 11 was taken. Article 11 was adopted.
Article 12 was read. The vote on Article 12 was taken. Article 12 was adopted.
Article 13 was read. There was discussion on Article 13.
Eugene Pharr made a motion to amend Section 13.1 by striking the phrase "or a three-fourths (3/4)" after "State Convention" in sentence two and replace it with the phrase "or unanimous". The motion to amend Section 13.1 was seconded.
A vote was taken to amend Section 13.1. The amendment passed.
A motion was made to amend Article 13 by inserting a new Section 13.2 to read "Notices of amendments will be given with the call to convention." The motion to amend Article 13 by inserting new Section 13.2 was seconded.
The vote to amend Article 13 by inserting new Section 13.2 was taken. The motion passed. Article 13 was amended to include new Section 13.2.
The vote on Article 13 was taken. Article 13 was adopted.
Jim Giles made a motion to adopt a Mission Statement to be included in the by-laws as new Article 14 to read "The primary mission of the Reform Party of Mississippi is to enforce the 10th Amendment to the U. S. Constitution." The motion to adopt a Mission Statement as new Article 14 was seconded.
There was discussion on proposed Article 14.
A motion was made to table the issue. There was no second.
The question was called. The vote on adopting a Mission Statement as new Article 14 was taken. Article 14 failed with 14 votes in favor and 29 votes against.
Election of Officers of the Executive Committee, Reform Party of Mississippi
There was discussion on the status of the officer positions.
(Note: The discussion pertained to the status of the current officer positions. In the "Affidavit Supporting Application to Register" the Reform Party of Mississippi filed September 27th, 1997 with the Mississippi Secretary of State, designated officers pro-tem to serve until the holding of the first State Convention to elect permanent officers. The Reform Party of Mississippi By-laws filed same date required a State Convention to be held in 1998. No such convention was ever held nor was there one for the year 1999. Therefore the officer positions of the Reform Party of Mississippi were vacant and it was the duty of the first Convention of June 17, 2000 to elect permanent officers of the Reform Party of Mississippi. This position was stated and clarified by the State Convention in a motion made and passed by the body.)
Eugene Pharr maintained that the current officers' term had not expired as the by-laws state that an officer's term is to be four (4) years.
Trey Golmon pointed out that the current officers had never been elected and were only serving as officers pro-tem until the holding of the first State Convention.
John Hey moved to declare all offices of the Reform Party of Mississippi vacant.
Eugene Pharr agreed that the proper action for the body to take was to approve John Hey's motion to declare all offices vacant. The motion to declare all offices vacant was seconded. The motion passed.
Chairman
Bill Hinson nominated Trey Golmon for Chairman. The nomination was seconded.
Lee Dilworth nominated Eugene Pharr for Chairman. The nomination was seconded.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for Chairman were closed.

The vote on Chairman was taken. Trey Golmon was elected Chairman by a 35-6 vote.
Vice-chairman
Ryan Walters was nominated for Vice-chairman. The nomination was seconded. There were no other nominations.

A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for Vice-Chairman were closed.
The vote on Vice-chairman was taken. Ryan Walters was elected Vice-Chairman.
Treasurer
John Goodman was nominated for Treasurer. The nomination was seconded. There were no other nominations.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for Treasurer were closed.
The vote on Treasurer was taken. John Goodman was elected Treasurer.
Secretary
Lisa Hinson was nominated for Secretary. The nomination was seconded. There were no other nominations.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for Secretary were closed.
The vote on Secretary was taken. Lisa Hinson was elected Secretary.
At-Large Member
Trey Golmon nominated Bill Hinson for At-Large Member. The nomination was seconded.
Richard Hawkins nominated Keith Johnsen for At-Large Member. The nomination was seconded.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for At-Large Member were closed.

The vote on At-Large Member was taken. Bill Hinson was elected At-Large Member by vote of 33-8.
Election of National Committee Members of the Reform Party of Mississippi
Trey Golmon was nominated for a National Committee Member position. The nomination was seconded.
Ryan Walters was nominated for a National Committee Member position. The nomination was seconded.
Bill Hinson was nominated for a National Committee Member position. The nomination was seconded.
Richard Hawkins nominated Keith Johnsen for a National Committee Member position. The nomination was seconded.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for National Committee Members were closed.
The vote on National Committee Members was taken. Each delegate was allowed to vote for three (3) National Committee Member positions. Trey Golmon (34), Ryan Walters (40) & Bill Hinson (38) were the top three (3) candidates in votes received and so were elected National Committee Members.
Election of National Convention Delegates
(Nominations were made by Congressional District.)

Congressional District 1
Bryan Brown was nominated for National Convention Delegate from Congressional District 1. The nomination was seconded. There were no other nominations.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for National Convention Delegate from Congressional District 1 were closed.
The vote on the Delegate from District 1 was taken. Bryan Brown was elected National Convention Delegate from Congressional District 1.
Congressional District 2
Phillip Carnaggio was nominated for National Convention Delegate from Congressional District 2. The nomination was seconded. There were no other nominations.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for National Convention Delegate from Congressional District 2 were closed.
The vote on the Delegate from District 2 was taken. Phillip Carnaggio was elected National Convention Delegate from Congressional District 2.
Congressional District 3
John Goodman was nominated for National Convention Delegate from Congressional District 3. The nomination was seconded. There were no other nominations.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for National Convention Delegate from Congressional District 3 were closed.
The vote on the Delegate from District 3 was taken. John Goodman was elected National Convention Delegate from Congressional District 3.
Congressional District 4
Ryan Walters was nominated for National Convention Delegate from Congressional District 4. The nomination was seconded. There were no other nominations.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for National Convention Delegate from Congressional District 4 were closed.
The vote on the Delegate from District 4 was taken. Ryan Walters was elected National Convention Delegate from Congressional District 4.
Congressional District 5
Matt Watkins was nominated for National Convention Delegate from Congressional District 5. The nomination was seconded. There were no other nominations.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for National Convention Delegate from Congressional District 5 were closed.
The vote on the Delegate from District 5 was taken. Matt Watkins was elected National Convention Delegate from Congressional District 5.
Two (2) At-Large Delegates
(The Chairman is an automatic At-Large Delegate.)
David Nold was nominated for At-Large National Convention Delegate. The nomination was seconded.
Bill Walter was nominated for At-Large National Convention Delegate. The nomination was seconded.
A motion was made that nominations be closed. The motion was seconded. The motion passed. Nominations for At-Large National Convention Delegates were closed.
The vote on At-Large National Convention Delegates was taken. David Nold and Bill Walter were elected At-Large National Convention Delegates.
Nominations for President and Vice-President
There was discussion on nominations for President and Vice-President.
President
Pat Buchanan was nominated for President. The nomination was seconded.
Keith Johnsen nominated Ralph Nader for President. The nomination was seconded.
A motion was made for nominations to be closed. The motion was seconded. The motion passed. Nominations for President were closed.
The vote on the Presidential nominee was taken. Pat Buchanan was nominated unanimously, 41-0.
Vice-President
Ryan Walters nominated Alan Keyes for Vice-President. The nomination was seconded.
There was discussion on the nomination of Mr. Keyes.
Trey Golmon nominated Charlton Heston for Vice-President. The nomination was seconded.
There was discussion on nominations for Vice-President.
A motion was made that the Convention vote to nominate the Vice-Presidential candidate that Pat Buchanan chooses. The motion was seconded. The Motion passed.
Other Business
The Chair offers to entertain a motion for other business.
Richard Hawkins made a motion that the Convention send a message to Pat Buchanan to read "We ask that you do everything in your power to oppose the agenda of the Council on Foreign Relations." The motion was seconded.
There was a discussion on the motion. The question was called. The motion passed.
During the Convention six (6) additional delegates were credentialed bringing the total number of Convention Delegates to 49.
The State Convention was adjourned. Sine die at 1:44 p.m.
