Reform Party of Mississippi
Executive Committee Meeting
February 18, 2002

 
Pursuant to Section 4.7 of the Bylaws, the following actions were taken by circulation of written resolutions, and adoption of each resolution by written consent by the entire membership of the Executive Committee.

Roll Call

Members present: Ryan Walters, Chairman; Trey Golmon, Vice Chairman; John Hey, Treasurer; John Goodman, Secretary; Phil Carnaggio, National Committee Member

Members absent: none.

Amendments to the Bylaws

Mr. Hey proposed the following amendment to the bylaws:

Resolved, that the bylaws be amended by adding Section 3.1(3) to read as follows: "provide a signed membership form within thirty days after the annual call for membership renewal by the Executive Committee, such annual call being issued to all members in good standing at the beginning of the new year."
 
Resolved, that the bylaws be amended by adding Section 3.3(3) to read as follows: "failure to submit the annual membership form to the Executive Committee as provided for hereinabove within the specified time period."

The amendment was seconded by Mr. Golmon, and adopted unanimously.

Mr. Walters proposed an amendment to the bylaws:

Resolved, that Section 8.7 of the bylaws be amended by replacing the phrase "two-thirds (2/3)" with the word "majority".

The amendment was seconded by Mr. Golmon, and adopted unanimously.

Mr. Hey proposed the following resolution:

Resolved, that the Treasurer shall send out the required annual call for membership renewal notices as soon as practicable.

The resolution was seconded by Mr. Goodman, and adopted unanimously.

Mr. Walters proposed the following resolution:

Resolution of Disaffiliation from the RPUSA

Whereas, the Reform Party of Mississippi (hereinafter, "RPMS") is a sovereign state political party affiliated with the Reform Party of the United States of America (hereinafter, "RPUSA"); and

Whereas, the RPMS is officially recognized by the RPUSA as its official and sole State Party Organization (hereinafter, "SPO") in the State of Mississippi; and

Whereas, the RPMS is entitled by right to representation on the RPUSA National Committee and at the RPUSA National Conventions, such right having been guaranteed by the RPUSA Constitution; and

Whereas, certain members of the RPUSA Executive Committee have launched an assault upon the independence and sovereignty of the RPMS by proposing a certain Resolution, which is now pending for a vote by the RPUSA National Committee; and

Whereas, said Resolution lays bare the RPMS to attack through the filing of illegal, false, and frivolous challenges to the lawful leadership of this state party; and

Whereas, said Resolution operates to suspend the voting rights of the RPMS on the National Committee without trial or vote by the National Convention, in violation of the guarantees provided by the RPUSA Constitution; and

Whereas, said Resolution seeks to justify the notorious and unlawful attack by the RPUSA Executive Committee and Chairman upon loyal Reformers of the Reform Party of California, and upon our recent nominee for Vice President of the United States, Mrs. Ezola Foster; and

Whereas, said Resolution would ratify the vicious attack by Jim Mangia upon the Reform Party of Mississippi, and against Reformers in numerous other states, to strip the state parties of their votes upon the National Committee; and

Whereas, said Resolution, had it been in effect before the Long Beach convention, would have denied the RPMS any possibility for participation in the party or the national convention, and would have been the direct cause of denying our party's nominees access to the Reform Party ballot line in Mississippi; and

Whereas, said Resolution is utterly destructive to the Reform Party at both the state and the national level;

NOW THEREFORE BE IT RESOLVED BY THE EXECUTIVE COMMITTEE OF THE REFORM PARTY OF MISSISSIPPI:

That the Reform Party of Mississippi hereby DENOUNCES the pending Resolution before the RPUSA National Committee; and

That the Reform Party of Mississippi hereby CONDEMNS the conduct of the Southeast Regional Representative for proposing and supporting said Resolution, and thereby attacking the Reform Party of Mississippi; and

That the Reform Party of Mississippi hereby EMBRACES the loyal Reformers of California who have thus far withstood the calumny and attacks heaped upon them by certain national party leaders; and

That the Reform Party of Mississippi hereby AFFIRMS its deepest respect for our Vice Presidential nominee, Mrs. Ezola Foster, and heartily commends her for providing leadership to Reformers in California during these difficult times; and

That pursuant to the authority vested in it by Article I Section 1.3 of the RPMS Bylaws, the Reform Party of Mississippi Executive Committee authorizes the party's disaffiliation from the RPUSA, contingent upon the ultimate adoption of the pending Resolution before the RPUSA National Committee; and

That such disaffiliation shall not take effect in any way until formal passage of such Resolution by the RPUSA National Committee is announced by the RPUSA National Secretary; and

That such disaffiliation shall take effect only upon the transmittal of a certified, sworn copy of this Resolution by the RPMS State Chairman to the National Chairman of the RPUSA; and

That the RPMS State Chairman be, and hereby is authorized to file said certified, sworn copy of this "Resolution of Disaffiliation" only upon the official adoption of the pending Resolution by the RPUSA National Committee, and that no further authorization or action by this Executive Committee shall be required for that purpose.

The resolution was seconded by Mr. Golmon, and adopted unanimously.

This concluded the business of the Executive Committee.
